From the 2010 Standard Catalog of Baseball Cards:
To introduce its special insert card series honoring 1993 A.L. Rookie of the Year Tim Salmon and Phillies stars John Kruk and Darren Daulton, Fleer issued the 5" x 7" promo sheet. The three player cards on the sheet are similar to the issued versions except they have black overprinting on front and back which reads, "PROMOTIONAL SAMPLE." The non-player segment of the sheet has details about the inserts and special mail-in offers for additional cards.
I picked this up cheap on ebay for my Tim Salmon collection.Heres a close up of the Salmon card with the text overlay:

The same card, card #69 would be in the base set without the PROMO type. I don't yet have the base card. The special "Highlight" insert cards targeted Salmon, John Kruk, and Darren Daulton.
Salmon had 12 cards in this insert set "Highlighting" his AL Rookie of the Year Award.
An additional 3 could be obtained thru mail-in.I have only 4 of the 15 cards in the set (any traders?).
Here's the details for the Tim Salmon mail-in offer, only 10 1994 Fleer wrappers and a buck-fifty.
Fleer issued several other Tim Salmon insert cards in 1994. The only one I have is card #5 from the Award Winners 6 card subset.
